Bad news for Huawei users: PTA suspends Huawei’s license across Pakistan
In a major regulatory move, the Pakistan Telecommunication Authority (PTA) has suspended the license of Huawei Technologies Pakistan (Pvt.) Limited, as confirmed by an official order obtained by TechJuice. PTA took this action after Huawei repeatedly failed to obtain the mandatory commencement certificate, despite receiving multiple warnings and undergoing an official hearing.
PTA originally granted Huawei a non-exclusive license on September 8, 2017, to offer Class Value-Added Services (CVAS) and establish a telecom system in Pakistan. Under Regulation 17(A) of the Class Licensing and Registration Regulations, 2007, Huawei was required to begin services within one year of receiving the license. Additionally, Regulation 19(A)(i) prohibited the company from offering services or receiving payments without first obtaining a commencement certificate.
Between November 2023 and April 2025, PTA sent Huawei numerous written reminders, but the company failed to comply. On December 12, 2024, PTA issued a Show Cause Notice, giving Huawei 30 days to address the violation and explain why it should not face enforcement action.
PTA held a formal hearing at its headquarters in Islamabad on February 27, 2025. Chairman Maj. Gen. (R) Hafeez Ur Rehman, Dr. Khawar Siddique Khokhar (Member Compliance & Enforcement), and Muhammad Naveed (Member Finance) led the hearing. Huawei’s representatives, Yawar Hameed (Imports Manager) and Shahid Iqbal Warraich (Deputy Director), requested additional time to complete the formalities. PTA granted an extension until March 31, 2025, and later extended the deadline to April 21. However, Huawei still failed to submit the required documentation.
PTA Suspended Huawei Operations until further Notice:
In its latest action against Huawei, the Pakistan Telecommunication Authority (PTA) issued an enforcement order on July 11, 2025, suspending Huawei’s license for one month or until the company submits the commencement certificate, whichever occurs first. PTA warned that failure to comply within this period would lead to the permanent termination of License No. DIR(L)/CVAS-877/PTA/2017, without any further notice.
PTA also directed all LDI, LL, TIP, and mobile operators to immediately suspend any telecom services provided to Huawei under the suspended license until further instructions are issued.
This decisive move reflects PTA’s tougher stance on regulatory compliance, particularly targeting international telecom companies that fail to meet licensing obligations in Pakistan.
