KARACHI: Foreign investors affiliated with the Overseas Investors Chamber of Commerce and Industry (OICCI) invested more than $23 billion in Pakistan over the past decade, exceeding the country’s cumulative net foreign direct investment of $21 billion during the same period, according to a report released Monday.

The findings, published in the OICCI’s Members’ Contribution to the Economy 2025 report, underscore the sustained commitment of member companies to expanding operations, reinvesting earnings and supporting Pakistan’s long-term economic development, the chamber said.

In fiscal year 2025, OICCI member companies generated Rs13.1 trillion in gross revenue, held Rs42 trillion in total assets, invested Rs615 billion in capital expenditure and contributed Rs3.2 trillion in government levies, the report showed. The figures position the group among Pakistan’s largest investors, taxpayers and drivers of economic activity.

The report also examined the performance of 51 OICCI member companies listed on the Pakistan Stock Exchange. While profit before tax grew at a compound annual rate of 26% in rupee terms from 2021 to 2025, down from 35% in the previous reporting period, the moderation was largely attributed to exchange rate movements and a higher base effect, according to the analysis.

In U.S. dollar terms, profit before tax grew at a CAGR of 11%, while turnover recorded a CAGR of 21% in rupees and 6% in dollars.

Sectoral data showed uneven contributions across industries. The oil, gas and energy sector accounted for 36% of total government levies paid by OICCI members. The banking, insurance, finance and leasing sector represented 75.6% of total assets and 25% of total turnover.

The telecommunications sector contributed 33% of total capital expenditure. Companies in food and consumer products, chemicals, pharmaceuticals and health care, automobiles, engineering, shipping and aviation also made substantial contributions, the report said.

“The findings reaffirm the confidence that OICCI members continue to place in Pakistan’s long-term economic potential,” M. Abdul Aleem, secretary general of OICCI, said in a statement.

“Our members have consistently reinvested in the country, expanded their operations and continued contributing to national development despite challenging economic conditions.”

Aleem said the cumulative investment of more than $23 billion over the past decade represents “a strong vote of confidence in Pakistan’s future,” adding that greater policy consistency, regulatory predictability and an enabling business environment could encourage foreign investors to make even larger contributions to economic growth, exports, innovation and employment.
