At the same time, by declaring that there will be no concessions for those who dodge their fiscal responsibilities, the administration has explicitly identified a major challenge as being the culture of impunity, where the wealthy and influential treat tax laws as mere suggestions.

Unfortunately for the government, the public already knew the problem, so there will be no brownie points until action is taken.Despite years of incremental reforms, an unfair and unmanageable portion of revenue is still being squeezed out of the salaried class, just because the government still can't offer the rich enough carrots or threaten them with a suitable stick.

While the common citizen sees their take-home pay eroded by inflation and rigid tax brackets, vast sectors of the economy – particularly in real estate and large-scale retail – operate in the shadows, shielded by political patronage.

Their mere existence at this time points towards failure to craft and implement an equitable tax policy. The government must move beyond rhetoric.

True enforcement requires the courage to target the "untouchable elite" – powerful landlords and industrial titans who have historically negotiated their way out of arrears.
