Oslo plans $9.2 billion in support for Kyiv in 2027, matching its planned aid for 2026.
OSLO: As Russia’s war in Ukraine drags toward its fifth year, Norway is signaling that its support for Kyiv is far from running out, with plans to provide 85 billion Norwegian kroner (about $9.2 billion) in 2027, as Nordic and Baltic leaders gathered in Kyiv on Sunday to reinforce their backing for Ukraine.
Norwegian Prime Minister Jonas Gahr Støre said the continued support has broad political backing at home, with all parties represented in parliament supporting the commitment.
“Norway’s support will continue, and it is backed by all parties in parliament. In 2027, we will maintain support at the same level as this year, around $9 billion,” Støre said.

Støre and leaders from Nordic and Baltic countries visited Kyiv on Sunday in a show of solidarity as Russia and Ukraine intensify drone strikes against each other’s economic and strategic infrastructure, including targets far from the front lines.
Russian President Vladimir Putin said Saturday that Kyiv had opened a “Pandora’s box” by targeting Russian economic facilities and warned that Moscow would strike Ukraine’s “most sensitive economic sectors.”
Norway has described its commitment as long term, saying assistance should continue beyond the war as Ukraine rebuilds. Støre said the country will respond to Ukraine’s needs as they evolve.
The Kyiv visit comes a day before the planned Aug. 24 meeting of the “Coalition of the Willing,” where leaders are expected to reaffirm efforts to strengthen Ukraine’s ability to defend itself against Russia.
German Foreign Minister Johann Wadephul also visited Kyiv on Aug. 22, ahead of Ukraine’s 35th anniversary of independence.
Norway’s planned 2027 funding underscores the broader European effort to keep Ukraine supported militarily and economically as the conflict continues.
