China’s top memory chipmaker sues Pentagon over military ties listing

CXMT said it had spent more than a year providing information to U.S. officials in an effort to challenge the designation.

CHINA: ChangXin Memory Technologies, China’s leading memory chipmaker, sued the U.S. Department of Defense over its inclusion on a Pentagon list of Chinese companies, as Washington says it support Beijing’s military.

CXMT which makes dynamic random-access memory chips said in its lawsuit that it has no connection to China’s military and produces its chips for civilian and commercial customers.

The Pentagon declined to comment on the ongoing lawsuit. “As a matter of policy, the department does not comment on pending or ongoing litigation.”

The U.S. government first designated CXMT as a Chinese military company in January 2025 under the Biden administration. The Trump administration kept the company on the list in a June 2026 update.

CXMT said it had spent more than a year providing information to U.S. officials in an effort to challenge the designation and secure its removal from the list.

According to the lawsuit, the Defense Department published a notice in February saying CXMT would be removed from the list. The notice was withdrawn later that same day, the company said.

“None of these determinations is supported by the factual record, by applicable law, or by reasoned decision-making,” the company said in its complaint.

The lawsuit was filed in the U.S. District Court for the District of Columbia. CXMT is China’s largest maker of DRAM chips, which are widely used in smartphones, personal computers, servers, artificial intelligence systems and other electronic devices.

CXMT’s case follows a similar lawsuit filed by Chinese technology giant Alibaba in June. Alibaba challenged its inclusion on another Pentagon list that identifies Chinese companies.
