A new regional security framework is drawing attention across the Gulf as Pakistan reaches out to strengthen understanding of the Makkah Joint Defence Agreement.

Deputy Prime Minister and Foreign Minister Ishaq Dar discussed the pact with Kuwait’s Foreign Minister Sheikh Jarrah Jaber Al-Ahmad Al-Sabah, highlighting shared views on regional stability, cooperation, and future partnerships.

According to Pakistan’s Foreign Office (FO), Sheikh Jarrah congratulated Ishaq Dar on the Makkah Joint Defence Agreement signed between Pakistan, Saudi Arabia, and Turkiye during a phone conversation held late on Sunday.

The two foreign ministers exchanged views on the regional situation, including developments related to occupied East Jerusalem, and discussed bilateral relations between Pakistan and Kuwait.

The talks also covered matters of mutual interest, including follow-up on Sheikh Jarrah’s recent visit to Pakistan and opportunities to enhance cooperation and investment in key sectors.

The Foreign Office said both sides agreed to remain closely engaged to further strengthen diplomatic and economic ties.

Earlier, Ishaq Dar also held a conversation with Canadian Foreign Minister Anita Anand, during which he discussed the recently signed Makkah Joint Defence Agreement.

According to the Foreign Office, Dar explained the objectives of the agreement and highlighted the commitment of Pakistan, Saudi Arabia, and Turkiye to contribute towards regional peace, stability, and security.

The agreement, signed in Makkah on Friday, aims to strengthen collective defence cooperation among the three countries. It states that an armed attack against any one of the signatory states would be considered an attack against all three.

Dar said the agreement was the result of years of discussions and coordination between the three countries, reflecting a shared commitment to address regional security challenges.

He clarified that the accord does not replace or conflict with existing bilateral or multilateral agreements between the signatory states and other countries or international organisations.

“The Makkah Accord is purely defensive in nature. It is not targeted against any country and its sole purpose is to further strengthen our ongoing efforts towards peace, stability, and prosperity in the wider region,” Dar said.

He added that the agreement is consistent with the right of individual and collective self-defence under Article 51 of the United Nations Charter.

Dar said the agreement remains open to any regional country willing to support its principles and resolve differences through dialogue, cooperation, and peaceful means.

He reiterated that Pakistan remains committed to working with brotherly countries to promote lasting peace, regional stability, and shared prosperity.

The latest diplomatic engagements reflect Islamabad’s efforts to brief regional partners and strengthen cooperation following the signing of the Makkah Joint Defence Agreement.
