    Charter of Economy is the Need of the Hour — But Policymaking Free of Conflicts of Interest Is Essential

    In our beloved homeland, particularly in a commercial hub like Karachi, a vast network of business groups, clubs, and various associations exists. Through these organizations, businesspeople—especially new and small entrepreneurs—are enrolled as members under the banner of providing networking and public relations (PR) opportunities.

    Funds raised through membership fees and other sources are used to organize various events and seminars, to which politicians, government officials, and business figures are invited. At times, award shows and honorary ceremonies are also part of this same chain of activities.

    Over time, many senior politicians and bureaucrats have come to understand the true nature of such events more clearly, and as a result have limited their participation in them. Newcomers, however, continue to be drawn into these activities.

    On the other hand, chambers of commerce, federations, and various sector-specific associations play an important role in economic policy matters. Yet it is also a fact that the representative body of each sector generally prioritizes the interests of its own members and the industry it represents. This is a natural tendency, but it is precisely why striking a balance between the broader national economic interest and sector-specific interests becomes a challenge when it comes to their recommendations.

    What is particularly noteworthy is that the FBR, the State Bank, the SECP, and other regulatory bodies seek input from these very same organizations when it comes to budgetary, taxation, and economic policies. While this consultation is important, confining policymaking solely to these circles may not necessarily be the best strategy.

    As an alternative, the government could establish a system of regular consultation with reputable universities and independent, non-partisan research think tanks. Institutions such as IBA Karachi, LUMS, the Pakistan Institute of Development Economics (PIDE), NUST Business School, and other leading universities could play a significant role in this regard. Similarly, professional bodies such as ICMA Pakistan (ICMAP) and ICAP could contribute their research and technical expertise. The opinions of such institutions are generally grounded in research, data, and professional analysis, while their direct commercial stake tends to be relatively limited.

    Agriculture, which forms the backbone of Pakistan’s economy, also deserves a separate consultative framework. Recommendations from experts at the University of Agriculture Faisalabad, Sindh Agriculture University Tandojam, and other agricultural research institutions could make agricultural policy more realistic, scientific, and sustainable.

    If the recommendations of these educational, research, and professional institutions were consolidated into a permanent National Policy Board, this body could provide politicians and the government with effective support in shaping a balanced, research-based Charter of Economy that is aligned with the national interest.

    Alongside this, it is essential that the government conduct a regular review of the legal and financial structures of all organizations and associations operating under the banner of business representation. Those that fail to meet the relevant legal, registration, financial transparency, or governance requirements should face action in accordance with the law. This would not only protect the interests of small businesspeople but would also strengthen those genuine and responsible organizations that operate in line with transparency and professional standards.

    Pakistan does not need just any Charter of Economy at this point—it needs a charter grounded in research, transparency, impartiality, and the national interest. If conflicts of interest in policymaking can be minimized, economic decisions are far more likely to be balanced, workable, and lasting. This is the direction that can lead Pakistan toward a strong and sustainable economic future.
