    Pakistan Customs issues operating procedure for newly setup cargo terminal at Port Qasim

    KARACHI: The Collectorate of Customs Appraisement at Port Muhammad Bin Qasim has issued a standing order establishing operational procedures for M/s. Fast Track Projects and Logistics Pvt. Ltd., a newly designated customs-port for import and export cargo clearance.

    The order, Standing Order No. 02/2026-ESTT(PQ), dated Aug. 4, 2026, follows a July 20 Federal Board of Revenue notification that declared the 10-acre facility at the National Warehouse and Industrial Zone in Port Bin Qasim Main Road, Karachi, as a customs-port under the jurisdiction of the Collectorate of Customs Appraisement, Port Muhammad Bin Qasim.

    The terminal, which will handle cargo moving through Qasim International Containers Terminal, must comply with Customs Rules 2001 and maintain a $500,000 security guarantee in Pakistani rupees that is subject to forfeiture for any rule violations, according to the order.

    Under the new procedures, the facility must be equipped with firefighting systems, anti-theft measures, surveillance cameras and watch towers. A 24-hour control room and properly furnished offices for customs officers are also required.

    All container movements between QICT and Fast Track must be processed through the Customs WebOC electronic data interchange system and transported only by registered bonded carriers. All cargo containers arriving at the terminal must be scanned at port terminals with scanning reports attached.

    The order outlines detailed procedures for container sealing, de-sealing, weighing, de-stuffing and examination. Containers entering the facility must be weighed on a scale integrated with the WeBOC system, with any discrepancies in seals or weight immediately reported to customs authorities.

    Goods deliveries will be based solely on customs release messages received through the WeBOC system, and customs gate staff will verify each release through their system identification credentials.

    For exports, the order requires consolidation procedures to be completed after customs formalities, with all goods declarations associated via electronic data interchange. Consolidated containers must be sealed and transported to marine terminals through customs bonded vehicles.

    The facility is responsible for safe custody of containers and cargo from vessel discharge through final clearance, as well as for removal of empty containers after documentation is completed.

    The order states that any conflict between the standing order procedures and the Customs Act, 1969, or related rules and instructions will be resolved in favor of the latter legal provisions.

    The standing order was issued with copies distributed to the Federal Board of Revenue, customs collectors, port operators and trade associations, including the Karachi Customs Clearing Agents Association and chambers of commerce.
